Where is it balanced now measured from the transom? You want between 25 & 28% from the transom. On a 17" hull that would be 4.25 to 4.76 inches measured froward from the transom. It sounds like you're balanced to far back and it's blowing over when the air gets under it. Get it to far forward though and you have a submarine. [X(]
