It is usually just a wire harness making 1 into 2.  It allows 2 devices to be used with 1 connection.

A 'Y' harness enables you to use two servo's at the same time, for front and rear steering together for instance. it looks like a servo extension cord with two plugs on one end and one on the other, very handy.  I've seen some scale rigs use a micro servo (placed behind the dashboard), connected with the regular steering servo using a Y harness, to make the fake steering wheel in the rig turn, when the operator guides the vehicle left or right. </p>
