Cyclic Hardover

Heres what I want to do. I recorded a TV show on my DVD recorder. I want to take a certan scene from that show and make a photograph of it for a frame. What software or "card" do I need that won't break the bank to accomplish this? Thanks.

If you have it on a dvd it should be no problem at all. Most of the dvd video players have a still capture mode.
