Maybe -maybe not -- The Bings are sometimes not as easy to setup as the Walbro .
Basically you are not getting fuel as easily as you should.
Check with your local sales outlet - You should have gotten any newer engine with a Walbro-
The Bings can work perfectly but it sounds like difficulty in priming.
Under full choke -you should see fuel advance up the line from the tank , with each flip.
We helped a guy with a new 60 (purchased some time back) which had a Bing - even in this very cold air -it ran fine -but was a bit slow priming.
the fuel should advance about 1/2" with each flip - if the needles are anywhere near correctly set.--under full choke and some open throttle.
Do his test with ignition OFF!

If you run a 3-line fuel tank, the feed line from the klunk to the carb will always have gas in it. Choking and starting will be a lot easier on any brand of engine. On my ZDZ, all I've ever had was the Bing carb....no issues at all with starting or tuning.
