Does anybody know if the Fuji 4-strokes that Tower is selling for an outrageous sum are based on the Robin Subaru trimmer engines, or are they a new design?

Yes! They are nothing more than a converted Robin EH025 "25cc" and the EH035 "34.5cc" engine. Here is a link to their website. Fuji is the parent company of Robin Subaru.

Have you seen the post with the MacMinarelli 50 some cc four stroke. This engine, while also expensive, seems like a much better design and more power full.

i'd say find a retailer of the engines at a home and garden place. buy one convert it yourself you save money that way. i have two homelite engines. both are 2 stroke 25cc engines. one i got from ebay for 22.50 with shipping and the other i got from my future father-in-law because he wasnt using it anymore since he lost the trimmer head. alot cheaper than the hobby store prices. hey if its basically the same engine you will get the same performance and a bit less.
