I have an out of balance 17" prop that might need to have one of the blades shortened by about 1/8" inch to get it balanced laterally. Is this acceptable, having one blade that much shorter than the other.

Do not shorten 1 blade. I use clear spray paint to balance horizontally first. Then I balance the hub vertically by adding wt. in the form of epoxy/microballons or a piece of velcro with ca.

If it's an APC prop, and that far out of balance, take it back to where you bought it. Composite props should be almost 100% in balance by virtue of the material used and manufacturing process.
