Yes, the fuel can vibrate and foam up. Also the tank can wear a hole in it from vibration. Vibration kills.

I set my gas tank on a lite ply plate and velcro wrap it to hold it in place. no foam. I'm talking about gasoline, not glow fuel

With the tank mounted to the test stand/table I have seen the tank vibrate enough to introduce bubbles into the fuel line and vary the engine speed enough to shut the engine down. Yes I would use foam.

I would recommend that you use foam to seperate the tank from the airframe.
WHile you may not have a problem, is your plane worth the $4 in foam for the tank, battery and receiver.
