Default Saito 4 Cycle - FA-80

Hi I have a Saito FA-80 four cycle engine

This is my first four cycle so I would like to know:

how many turns should I set the needle valve the first time I start it?
what do I have to do to time it? ) hear that sometimes the valves have to be adjusted, is this hard to do? how do I do that?

The book says the HS needle intitial setting is 3 turns but the run less than that if the low speed is set correctly

being as the engine is new to you and the valve lash is unknown, you should check them and then at least once/yr after that.
