I bought a used torq .21 engine and I need to know how many turns the high speed needle should be. Thanks

Hi!
There is no such thing as "so and so many turns on the highspeed needle"
You have to relay on your ear...You have to listen to what the engine sounds like and act accordingly.
This is easy when you have the knowledge...alittle difficult for a novice...but practice makes perfect!
If possible seek knowledge from a more experienced modeler...

Regards!

Well I have to have somewhere to start to actually get the engine running. Once I have it going it will be no problem. I kept adjusting the setting while trying to start it and my pullstarter came apart before I was able to find a setting to get it started.

3 turns should make it run a little rich.
