Best card for New PC and AFP deluxe

I have the new AFP Deluxe and just bought a new PC. I have a house brand from Micro Center, Power Spec #8986. Pentium 4, 3.2, 200 hardrive, 1024 of ram. The video card is only a 32mb. Doing some searching on this forum it looks like the ATI Radeon9800 Pro, 126 is popular as well as the GeForce 5700LE, 256mb. Which is really the best card for my system or is there any other suggestions under 200.00
I also have another question, the specs on the PC say something like, 3x AGP with two expansion slots. Will my PC let these cards run at their maximum potential?
Sorry to have to ask these questions, I am slightly PC challenged.

however, as good as this is, a computer friend says its "just wont be geared towards games, wont have good drivers for them" so its a bit too much money for something that may not work as well

if i were u i would spend about $225 on a new video card like the one above...it's been getting excellent reviews and preforms better than the ati 9800 pro on most tests
