Well I messed with it a little tonight and got it to run but when you open it up to full throttle it will wind out then drop rpms like you let of the gas. I let go of the trigger and gave it gas again and it would do the same thing. Any ideas?

Assuming this is not some torn up engine ...
First ... the high speed needle should be set at around 2 1/2 for a good starting place . Then , if that still does not do , try replacing your fuel line AND your pressure line ( the one from the pressure tap on the exhaust that goes to the fuel cell )
And last , check to make sure that your fuel cell is air-tight ( meaning - take off the fuel line that goes to the carb AND take off the one that goes to the exhaust - now , blow into the one that goes to the exhaust side and put your finger over the hole for the one that goes to the carb . There should be NO pressure being released , if there is , then either your fuel line(s) are bad - has a hole in it , or your fuel cells stopper cap is NOT sealed properly .
One more thing . Is there any chance your fuel cell is mounted too low ?
