You might want to try this forum for trying to set up something like that: http://www.rcuniverse.com/forum/forumid_486/tt.htm

Boats left to their own devices will tend to go where they want to go. There is never a guarantee that a boat, having had a course set, will stick to it, even moreso when sharing water that is being disturbed by other boats.
Consider an underwater trackway to guide the boats via guide pegs hanging underneath the boats. You might be able to arrange something incredibly technical with IR light beams and sensors on the boats. There used to be a robotics championship back in the '80's for making an electric rodent move semi-autonomously that various universities competed in. Doing the same with a boat should only be a few times more difficult.

i used BOATS to make it better understood.these will be duck decoys moving at the speed of natural swimming ducks, just have to go in 15 foot loops random like, only for use when water is slack no wind for natural movement.on a lake no other traffic.

As mentioned - boats left to their own devices will not likely stay anywhere near where you want them - wind, waves, and other influences will quickly send them all over. I would consider having one or possibly two (first and last) setup as RC and have the other craft linked by a string - if the string were a little longer and had a small weight centered between each craft it will tend to pull them together when unpowered. Might give an effect similar to what your looking to do.
