i am going to be getting the older proline sand paws and i am wondering if i should use the foam inserts because i have heard many people say they are not using them. also if i taped them would that be okay if i didnt use the foam?

Depends on the tires, paddles are really stiff, so they don't really need foam... if you were running stadium truck pins, you would need foams for traction and support. With touring car tires, the foam pretty much governs what type of traction you are aiming for.
