Default CSM 540 Tail Wag Problem

I have a Raptor with a CSM 540 gyro installed on it. I don't have a "Super Servo", but the one installed has .13 sec. I have tried all of the suggestions that I read which include: Making sure tail boom support is tight, checking radio gear low frequency vibrations caused by too much foam, loose linkages, too much gain, etc. I have a Futaba 8UAFS radio and I have the gain turned all the way down and have tried using the gyro funtion and using just the ATV to set gain. The gyro goes through the setup fine also. It operates in HH and normal modes too. I don't have the computer software or cord to program it. Is it possible that it had been programmed before and needs to be reset? I don't know the history of the unit. Please help as I want to be able to fly my heli. Thanks
