Default bad experince with SWB turbine

Hello,
I live in the UAE and I purchased a turbine from SWB. When I sent them the money they refused to send me my turbine because they said that they need an export license.
I told to return me back my money but they also refused. I can say that they stole my money and I am thinking about opening a case on them.
Anybody had such bad experince with them

Certain turbine engines with capabilities as set out in US legislation and adopted under the weapons of mass destruction control treaty from the UN, are subject to export restrictions. The last I read it was turbines over 500N thrust and with a low SFT suitable for missille use. Not sure what the restrictions are now. This also goes for other components like autopilots, gyros and radar altimeters etc.
It is normally not an issue to get an export permit given time for the red tape.
In South Africa we are also bound to this treaty, as are most countries.
There are loopholes. If your application missille cannot maintain or gain altitude with its propultion system, it is a glide bomb...
I am not sure who would police the sink rate...
None of the regular model engines comes close to the required SFC to need an export permit AFAIK. So it begs the question, what engine did you purchase exactly?

I had a bad experience with them as well a couple years ago, fortunately the red flags came up fast enough that I never sent any money, but they're con artists. They were selling a bunch of stuff on ebay including a bobcat (which I made offers on, long story, anyway......) They were continually closing accounts and starting new ones. Lots of people got ripped off. Always excuses for everything with them.
The fact that they won't return your money is crap though, get the authorities involved. By today's standards they are crappy engines anyway....

I think they shift the company name to Advance Turbine Design .
