Easy Vee Turn Fins

I got a set of turn fins yesterday from WHH and the instructions show the fins mounted a 90 degrees from the top edge of the transom at the bottom of the boat.
The instructions from Zippkis shows them being mounted at a 90 degree angle with the bottom of the boat.
Which do you guys think is the best mounting position??

I was thinking the same as you said about the fin angle when turning.
The WHH instructions show them mounted on an enforcer boat.
