Default Question on RPM for governor mode VPP esc

I am setting up a VPP for my RCU Bype and the BL-12 Electrifly ESC gives me a governor mode. I was wondering what the difference is between the three different levels. I have normally only seen a high and low to regulate RPM and not an ESC with such a specific value. What would you start with?
