I wet the keel area with epoxy, then I added fiberglass strands, then more epoxy on top.

After epoxy glue and fiberglass, I used 2 part Boat Epoxy and 404 High Density filler to make a peanut butter. When it started to setup, I went back and smooth it down with my finger for a nice transition. I'm going to drill two small drain hole in the bulkhead/
